A $244,098,940 production facility on a rural Arkansas site, of which $208,479,813 is program-allowable under the grant's fertilizer-scope screen. The study separated the two questions the agency actually has to answer — whether the fertilizer scope stands on its own, and whether the wider facility can be executed — and answered them independently.
