Wert-Berater completed an independent municipal hotel feasibility assessment for Belle Glade, Florida. The assignment examined lodging demand, local operating conditions, development feasibility, financial supportability, management considerations, public-benefit implications, and implementation conditions. The determination was FAVORABLE WITH CONDITIONS: the evidence supports a lodging opportunity, but the conditions identified in the assessment must be resolved before any development decision can reasonably proceed.

The completed deliverable includes a 174-page report, a 62-worksheet financial model, and an interactive research presentation. The work brought together multiple demand approaches, operating benchmarks, sensitivity analysis, debt-service testing, alternative transaction structures, and an explicit limitations register. It is an assessment of a proposed hotel opportunity, not a commitment to build, lend, subsidize, operate, or approve a hotel.

What the determination means

The market evidence indicates that lodging demand exists in Belle Glade. The analysis also found that an unsubsidized new build would not meet the required equity return at the modeled development economics. A new-build path can therefore be considered only conditionally, with public capital and other prerequisites subject to separate municipal, lender, and counterparty decisions. An existing-property conversion may offer a different path without the same public-capital requirement, but only if a suitable property can actually be identified, acquired, and approved for the intended use.

The study does not imply construction approval, a loan commitment, a subsidy award, or an affiliation approval. SBA and USDA lending concepts were modeled alternatives within the financial analysis; this engagement was a municipal hotel assessment, not an SBA or USDA lending approval. No public funding package, tax recovery, equity return, or other dollar outcome is represented here. The proposed development value is not disclosed in this public case study.

Scope, limitations, and next steps

This completed engagement was a focused hotel assessment. It was not a broad highest-and-best-use appraisal or a completed comparison of every alternative land use. The analysis identified an existing-property conversion as a conditional hotel alternative, but it did not adjudicate a parcel-specific highest and best use. Municipalities seeking a broader comparison can scope an expanded alternative-use assessment that evaluates realistic competing uses, phased development, and no-build scenarios alongside hotel feasibility.
