Wert-Berater, Inc. prepared an independent feasibility study for a proposed low-carbon anhydrous ammonia production facility in Kern County, California, in support of a USDA Fertilizer Investment and Expansion for Long-term Domestic Supply (FIELDS) program application and for prospective lender review. California development demand is regional, not uniform

California commercial development is driven by several distinct economies rather than one statewide cycle. International trade and goods movement support warehouse, cold-chain, transload, manufacturing, and service demand around the ports and inland freight corridors. Technology and life-science clusters shape specialised office, laboratory, advanced-manufacturing, and data-infrastructure projects in the Bay Area and San Jose. Healthcare, higher education, entertainment, tourism, agriculture, food processing, and public-sector employment create different demand patterns elsewhere. A statewide feasibility study therefore has to identify the actual economic engine serving the site, distinguish durable users from cyclical demand, and test whether the proposed project competes locally, regionally, or for customers arriving from outside California.

Los Angeles combines entertainment and professional services with port-related trade, healthcare, hospitality, infill multifamily, and extensive industrial demand. Orange County supports healthcare, technology, tourism, owner-user commercial property, and higher-end lodging, but land scarcity and neighbouring-city competition can materially affect site selection. The Inland Empire is a principal logistics and distribution market where freeway access, truck circulation, labour availability, utility capacity, and the amount of competing pipeline space are central underwriting questions. San Diego has a mixed economic base led by defence-related activity, life sciences, technology, healthcare, tourism, and cross-border commerce. Hospitality and multifamily proposals must be tested at the submarket level, while laboratory and medical projects require a defensible user and referral analysis. Its underwriting differs from coastal California because commute patterns, available land, suburban competition, and public-sector stability matter more than international visitor or venture-capital cycles. Entitlement, environmental review, and site readiness

California feasibility extends beyond demand. City and county zoning, general-plan consistency, conditional-use approvals, subdivision requirements, design review, building and fire review, and development-impact obligations can determine whether a concept is deliverable on the sponsor’s schedule. California Environmental Quality Act review may range from an exemption or negative declaration to a more extensive environmental process, depending on the project and lead agency. A feasibility analysis should not assume an entitlement path; it should identify the approvals represented by the sponsor, separate completed actions from pending actions, and make schedule and cost assumptions visible to the lender.

Coastal sites may involve additional coastal-development review. Industrial and logistics properties can require close attention to truck routes, air-quality requirements, neighbouring sensitive uses, and last-mile access. Wildfire exposure, insurance availability, flood conditions, water supply, wastewater capacity, and fire-flow evidence can alter the viability of land and hospitality projects. Renewable-energy and data-centre proposals add interconnection, transmission or distribution capacity, water use, noise, and equipment-procurement dependencies. Wert-Berater records these matters as conditions, sensitivities, or unresolved diligence items rather than treating a conceptual site plan as an approved project.

How California projects are financed

California borrowers work with community and regional banks, credit unions, certified development companies, national banks, debt funds, and specialised conventional lenders. Owner-occupied real estate and equipment projects are frequently evaluated for SBA 504 or 7(a) structures when the lender or CDC determines that an independent feasibility study is appropriate under the applicable SOP standards. The analysis must reconcile the operating company with the property-owning entity, document equity and construction assumptions, and show whether cash flow supports debt service under the proposed structure rather than under an idealised capital stack.

USDA Rural Development programmes remain relevant outside the state’s dense urban cores, including for rural manufacturing, food and agricultural processing, renewable energy, healthcare, infrastructure, and community-serving businesses. The California Rural Development state office and the appropriate programme staff review eligibility and programme fit; an independent study is required for certain new-business projects and may otherwise be requested by the Agency based on proposal risk. Conventional lenders typically focus on supportable absorption, sponsor assumptions, collateral context, cost escalation, stabilisation timing, and downside performance. Whatever the channel, the same market evidence should connect directly to the revenue, utilisation, pricing, and expense drivers in the financial model.
