The result gave the City a defensible basis for sequencing, sizing, and prioritizing public and private investment across the plan.
The central task was scaling a multi-billion-dollar, multi-year program to a single border-region market without overstating near-term absorption. Key risks identified: pacing 17,000 residential units to real household growth, timing 500,000 SF of commercial to established rooftops, and carrying infrastructure and ancillary costs ahead of the revenue they enable — addressed through use-by-use demand analysis, conservative absorption, and phase-gating tied to demonstrated demand.
