Key risks identified: pacing 17,000 residential units to real household growth, timing 500,000 SF of commercial to established rooftops, and carrying infrastructure and ancillary costs ahead of the revenue they enable — addressed through use-by-use demand analysis, conservative absorption, and phase-gating tied to demonstrated demand.
